Why can I never summon this monster?! I have a tuner with the effect to call out another sea-serpent monster when summoned and it's a water attribute...but im never able to call this card out? Am I reading it wrong?

when you are synchro summoning make sure the stars/level of the tuner and the non-tuner add up exactly to the synchro monster you want to summon
