They've gotten close, and that's not really their fault. Despite teen pop being the biggest thing from like '98-'02, they tended not to peak super high with singles since radio stations highly favored R&B and Alternative over polished teen pop. I Want It That Way was still a huge hit in the U.S. despite its average peak, and they got a bunch of other hits as well, not to mention that it was a monster #1 smash internationally.
Had iTunes and YouTube existed back then, the teen pop stars probably would've been clogging up the Hot 100 and leaving no room for too many others.
