It's better off to start from scratch in my opinion. I usually do hate putting music to already made productions. But you do with what you got sometimes

Well usually how the process goes is you do both at the same time ..

Nah, that's not necessarily true. A lot of Producers produce beats and give them to the writer to write what they want to sing over it. David Guetta is known for doing this. He may collab with some artist together, but there are many that he sends songs he wants them to sing.
