Yeah but if you really think about it. Katy/Rihanna are singles artist. The consumers buy whatever songs they like from them. Typically their albums are sold in moderate portions. Gaga's had two 4th singles now and they both performed moderately well. Nothing Smash worthy, hell even Alejandro as her third single was moderate, Love Game as her 3rd single was also not very big compared to Poker Face or many of other Gaga hits.
People are really here for her albums, although I can see radio getting her those pop number 1's back when she gets some light hearted dance music back up on the scene.

Alejandro was a really big hit in Europe. It was #1 in 6 countries, #2 in 5, #3 in 6, #4 in 5, #5 in 2, #7 in 1 and #11 in 1. AND it went 3xPlatinum in Russia, selling double Poker Face and Bad Romance combined...
I can't wait for the next album. If she does something like TF, there will be meltdowns. If she does something like BTW (which I hope), there will be meltdowns again.

In Italy it has HUGE. Even the video, I remember many people appreciating the visuals and loving the contrast between the cold-wintery video and the latin-summery sound of the song.
