I think the reason why she hasn't allowed other festivals to stream her set is because she's releasing the Mrs. Carter Show DVD. Rock In Rio will be streamed because it will be a different concert, I believe she'll only perform songs from the new album, kinda like what Gaga did for iTunes festival.

Sis, Rock in Rio is one of the biggest music festivals which is televised by one of the largest TV stations in the world. She will not sing songs that nobody knows.
