She should wait to release the third album until the 4th quarter. It should also be a party-centric uptempo 1st single. She has released 3 more "serious" singles in a row - TOTGA, PoM & WA. All 3 were around the time of her divorce & thus carried a lot of correlation to her personal life while they were popular.
The album, overall, should be more serious. Also, the single should be a party smash but not generic.

I agree with this. We don't want people thinking Katy is too serious now.
I wouldn't mind another Hot N Cold or California Gurls (except with a unique beat). As long as she makes up for it with the 2nd, like P!nk does.
EDIT:Oh and I wouldn't mind her working with Redfoo tbh, he can make some sick euro beats. She always can use more success in Europe. As long as he has no say in the writing process.

Not Like The Movies was the first talked about in an interview released on the 25th of Feb 2010. This is the only evidence I can find of the interview though.
Dressin' Up was revealed in a 'New Music Coming Soon' bit in Rolling Stones on the 5th of March 2010. Can't believe Dressing Up was being shown off over two years before it was officially released. Kinda confirms it was held back as a potential lead single for the rerelease though, since they were obviously considering it back then!:
