Dunno if you already answered this for yourself, but I'm having fun delving back into the excitement of the build up to Teenage Dream again so I'll answer anyway.

I'm only going to mention when songs were directly talked about, not hints that are only clear after the album was released (Her tweet about Hummingbirds outside her window in 2009!) or when she talked about what writers she was working with (As early as Jan 2010, if not before.)
~~~
- Not Like The Movies was the first talked about in an interview released on the 25th of Feb 2010. This is the only evidence I can find of the interview though.
- Dressin' Up was revealed in a 'New Music Coming Soon' bit in Rolling Stones on the 5th of March 2010. Can't believe Dressing Up was being shown off over two years before it was officially released.
Kinda confirms it was held back as a potential lead single for the rerelease though, since they were obviously considering it back then!:
Katy Perry
TITLE TBD SUMMER
LOWDOWN: "I want to evolve like Madonna," says Katy Perry. "If I had to be the fruity pinup girl another day, I would jump off the Hollywood sign." Perry's follow-up to 2008's smash One of the Boys has her re-teaming with hitmakers Dr. Luke and Max Martin and delivering more hypercatchy pop in the vein of "Hot N Cold" and her Number One single, "I Kissed a Girl," while also delving into deeper matters: "My faith, my conviction and awe of the supernatural world." And thanks to her recent engagement to Russell Brand, the album also boasts its share of love songs — 50 percent, by her estimate. Still, the pop tart hasn't gone totally chaste. In the Prince-influenced "Dressing Up," Perry coos, "You wanna pet my kitty?" "You're such a dirty doggie" and "My cookie monster wants a taste," of which Perry says, "I think those lyrics are cute!"
Yeah, got a little carried away as things started to build up. Sources were hard to come by towards the end, so most of my dates are based on when they were first posted on throughout the forums I looked at, which is why they're not sourced.
Damnit, I was supposed to be in bed 2 HOURS AGO! It's now 4am!! Meh, even if you don't want it anymore it was fun to relive all that...
