Maybe they feel that a song that's in the teens in airplay would be higher than this for sales and on-demand streaming (actual consumer consumption).
It has an album out of course the sales won't explode like his previous singles, but if this video is his best yet I can see this being one of his signature hits.

I personally think Sorry will set the record for the longest peak at #2. Adele is on Today Monday announcing her US tour dates, and the following week her Radio City Music Hall special airs, followed by a second airing Christmas week. So Hello should gain again by Monday if not sooner. She'll get a huge boost at Itunes the week after Christmas, and at that point her AC airplay will come roaring back in and add about 20 million in AI to her total there.

Reminds me a bit of when AATB knocked SIO to #2 for weeks until the 1989 release week, when it went back to #1. But obviously Bieber's album already came out so I don't see that happening.
Scooter and co. very well might have skipped over doing an official "Sorry" video, seeing as the originally planned lyric turned dance video has done wonders in streams. There hasn't been any reports of a video being shot since release, unless it was done with the whole "Purpose: Movement" thing, in seclusion.
It's only right to assume there is an actual video ft. Bieber to come, unless the above happened. "Love Yourself" blowing up could have also changed their plans. With "Sorry" #2 on pop and #9 on RHY (WDYM? hit #4), post-freeze it'll be time for something else.
So yeah, either they never shot one/planned to and dance went viral/LY blew up or they're waiting for the time to strike. Though Hello will be comfortable at its current AI with the freeze to set, then explode right back up for a time when things go back to normal in early January. And its sales will only grow from here with the special x2 + gift cards week(s). So, waiting also isn't really gonna make a difference either.
