Video is directed by Indrani so it should be more "Artsy" compared to previous Mariah videos.
Also the production company who handled the video is the one who produced BEYONCÉ (album) videos.
But Summertime Sadness for example, its remix is completely different from the original.
And Billboard still count it as one.
I think that's different because only the remix was sent to Top 40 radio and it was the only version that made an impact on radio.
Scream & Shout had an urban/hip hop remix (similar to how this remix might be) and Billboard refused to count it towards the original due to its major differences.

From the pics I saw, taken from the BET Honors Award show performance, it didn't look very "artsy" to me. It looked like the Obsessed remix video.
