I'm in White Marsh. It is still pretty calm, the weather right now just looks like a typical rainy day. I went to Walgreens about an hour ago for some extra batteries and the drive wasn't anything out of the ordinary.

Whether or not schools are closed is a local decision. A federal state of emergency means that FEMA is authorized to provide assistance.

Yea, today all public schools and majority of colleges are closed. I don't know about tomorrow, but most likely they'll be closed again depending on the impact.
