The 1st or 2nd singles are important, if you chose the right singles people will be hyped but if you chose the wrong singles people will get a wrong album preview.

Quality of album doesn't necessarily translate to picking the wrong singles though. Raymond v Raymond didn't have strong starting singles for its time either but once OMG was launched, it uplifted the album and as a result, Hey Daddy peaked higher as well. There Goes My Baby had buzz from the album to chart again and become the 5th single.
I do agree that he definitely should've had stronger singles, but even with better promotions and putting the songs everywhere, singles like No Limit and Crash could've done better. Hell the only reason why No Limit took off was because of radio. It literally had nothing to do with him. The same thing happened with I Don't Mind. I look at how Britney's team discounted Make Me before the albums launch and had her everywhere to generate buzz and the single came back to life. Why didn't he do the same with No Limit or Crash?
I don't exactly care about his personal life, but I do think he's ruining his legacy by not caring. It's up to him at the end of the day to give a damn about his career or not. As a fan, its upsetting that it could end this way though.
