Flareon does have Wish, so starting with Wish and then FB could slay a bit, but I agree that it needs a Physical Flamethtower

It needs the fire equivalent to Power Whip and 100 base physical Fire attack.

Honestly, the minimum can just give Flareon some better Physical coverage (including Fire) attacks. And it can just be supported by a stat boost Baton Passer/Wisher.

It's too late to give it moves like that, so I guess a totally new Physical Fire move would suit it well. I'm using it in my Eeveelution team right now and I have to say it's pretty good with a set up of Flame Charge which boosts it speed
