The Fame is better than AP. They're both structured in being pure pop albums, but TF exceeds AP in almost every department.
Hooks:
P-p-p-poker face, papa paparazzi vs I wanna be that G.U.Y., I wanna be that G.U.Y. (basically a hook, even if it is in place of the chorus)
Metaphors:
Disco stick, Russian roulette is not the same without a gun vs Guy I'm Romancing Loves, she wanna be manicured
Not to mention Poker Face, Paparazzi, I Like It Rough etc. have better, streamlined melodies.
People do too much on The Fame. It's a cute album with an actual concept. It's cohesive and effective. The latter half of the album is a great balance, too. When you have a record like AP try to relentlessly shove the same EDM shtick in your face for 15 tracks it becomes abrasive and boring.
