I'm sure they do care but I think that they know that another album would better promote the tour. It'd definitely keep people interested after the lost momentum.

They obviously care. The label, mainly, but I don't thing Gaga herself, despite some risks she has taken and keeps taking, wants to fall into irrelevance.
I don't recall anyone saying otherwise. Not being that bothered about a 5th single flopping while the album keeps selling is another thing.

To be honest, Gaga is the sort of artist who can have a huge tour without huge momentum. She is an in-demand live act, and people will pay to see her for her show. I just think that she needs another album in order to broaden her appeal, rather than keeping to her cult-like following that she has right now.

But with the digital market these days, 5th single smashes are entirely possible. Look at LFN. Okay, it may have used a remix and discount to get to #1 in the US, but it was still a top 10 hit in the UK with a great airplay peak.

Her tour won't struggle too much because she is a strong touring artist, as you also said.
But, considering the actual situation, there's no way it will be so big and it's obvious that they want it to be big since it's their main source of money.
