Why does this matter though? Oddish couldn't learn Moonblast in X and Y. It can in ORAS;. Gyarados couldn't learn Crunch in XY, but it could in ORAS. Your point is?

Basically:
In XY we find out she's from Johto, most likely Ecruteak City. Its very obvious as her gym is very inspired by Ecruteak. Also, her mom was a Kimono girl so they should have lived in Ecruteak for sometime and it could have influenced her.
Bill's little sister says that she looks up to him. Valerie says that she wants to be a Pokemon, and Bill always somehow ends up in a Pokemon's body because of his experiments and stuff.
Also, they said his little sister can't wink, which is huge. Valerie probably can't wink since she has her weird ass eyes. They wouldn't throw this in if it didn't mean anything. They were obviously setting up for Valerie years in advance. This Tokyo Ghoul level foreshadowing!
