Action replay never worked for me. But I do remember my friend being able to use it and he hacked my entire Silver game and I had so many mons I never used before back then.

I got addicted to cheating devices way back in the GBA era. I found a GameShark at a movie theater, and figured out how to work the codes properly. I immediately hacked in A Jirachi & Deoxys and j felt so powerful like a Pokémon God!
It also came in handy when was introduced to competitive battling in the DPPt era. I was addicted to making my teams legit looking, competitively viable and with the exact genders, colors and everything and I'm still that way. I don't have the time to do it the legit way, so I'm a proud exploiter of "cheating devices".

Aw, damn. Well, I heard some people on Reddit say they've gotten codes by calling Nintendo Support and telling them that their area was out of codes. Hopefully it being the day after it ended doesn't bother them.
They need to either make mythical pokémon available with an Eon Ticket deal (make it limited to a serial for a limited time then let it be passed to other players w/ StreetPass), or have it be free DLC, maybe released with coordination with the animé. Leave the limited irl events to shinies or pokémon with exclusive moves ffs.
