while its discriminating, the numbers don't lie and since HIV is only detectable after 3-6 months I can see why this rule exists.

men who have had sex with men within x time = more permissible (but still debatable)

the tests aren't good enough to guarantee detecting the virus in its early stages, so long as gays aren't being discriminated against for being gay

ie so long as pre-sexually active gays aren't all automatically banned from birth

the point is that men choosing to have sex with men effects this, not men being unable to choose who they'd LIKE to have sex with

Yes, everyone in good health should be allowed to give blood, and everyone should be tested for HIV regardless of sexual orientation before giving blood.

The blood does get tested but there is a small chance that the testing could be done wrong or simply not detect the virus, so no. Its not worth the risk imo
