It doesn't matter if she changed the song significantly, that would mean she wasn't THERE at the conception of the song when lyrics and a melody etc were being put together.
She came in and worked on something that already existed. It doesn't matter if she changed it somewhat. That'd be a PARTIAL contribution.

What the **** are you talking about? Diane came to her with the song, and they spent a whole night together changing it. Then she gave Gaga the song to continue to change the conception and execution of the song. The original execution of the song was not used, so that rule does not apply. Gaga's arrangement was the one that was used and thus the credit for her work.

It's not a matter of production, it's a matter of musical composition. The Oscar rules state that writers who significantly contribute to the conception and execution of the music and/or lyrics are eligible. Diane came up with most of the original lyrics and the basic melody of the song. Gaga's scoring of the orchestral arrangement constitutes a significant compositional addition (musical notes that were not in the original piece) that shapes the final recording. And as per the Oscar nomination and Linda, Gaga did make at least one change to the lyrics.
