It's cute of you to judge her entire ability on one performance, when the fact remains that her worst performance is generally better than the best performance of her peers. So yes, that is the best performer out there.
I get it though. When you aren't a fan of someone and most people are, it can be aggravating and you start to use this bias to inform how you feel about that person and you perceive them to be overrated.
However, Beyoncé's name is synonymous with perfection for a reason. It's not an accident. She's obviously not perfect, but compared to her peers she is. She simply does her job better than other people. She's incredibly professional, she always delivers a top notch experience. Comparing Led Zeppelin to Beyoncé is really hard though. Even comparing MJ to Led Zeppelin is difficult because one is a band and one is a sole entertainer. It's a completely difference experience and requires different talents. While bands may have great stage presence, lots of energy and all that, it takes a lot less finesse and work to create the intense shows and performances of someone like Beyoncé, Janet, MJ, etc.

What do these things have to do if someone is overrated? So Katy Perry plays on radio all the time. Does that mean people should think she's perfection? That just means she makes catchy, radio-friendly music geared for that format specifically.

Beyoncé is incredibly hard working, she's classy, she's living a picture perfect life, she isn't messy, she isn't abrasive, she stands up for human rights, she delivers amazing performances, she's gorgeous, she is married to one of the biggest rappers of all time, she balances her personal and professional life just enough with being private and letting her fans in, she had one of the biggest girl groups of all time, she thinks outside of the box and doesn't settle for the status quo, she surprises us. There is not many who can live up to her qualifications and that's why she gets the rating she does.
To say that someone is overrated would mean that there are those doing the same thing or better that don't have that rating. That's simply not the case.

It's highly foolhardy and a bit incendiary to not give space for different types of performances. One can respond to Led Zeppelin, or Prince, for that matter, in ways that fail them with Beyoncé and not be racist or rockist. It doesn't behoove you to play the race card, or to insist that people who get their kicks from rock bands have been "brainwashed."
Booty shaking is not dancing. It's merely a display of one's sense of rhythm.
You know, we should probably consult the dictionary because one of us doesn't seem to know what dance means. It could be me but:
Dance
- move rhythmically to music, typically following a set sequence of steps.
That's not to mention that a lot of Beyoncé's dance is very heavily influenced in African dance, which does in fact use a lot of booty. If you want to say that African dance is not dancing, go ahead but you're going to face some trouble there.
