The only pop girls in 2009 selling over 5 million were Beyonce and Gaga. Britney, Katy, Kesha, and Rihanna all sold 2-3 million in that period. Rated R actually sold more than OOTB and Animal but Gaga isn't selling more than any other main pop girl.

Now you have Pink, Rihanna, Katy, Beyonce, Taylor all selling at the very least 3.5 million while Gaga is still stuck at 1.8 million. I guess she's in good company with.... Miley Cyrus maybe?

Let's not forget that Rated R was a very dark and uncommercial sounding album with a lead single being about a suicide game

While ARTPOP was, like lady gaga said herself, full of songs 'tailored to be hits and made for radio', and it managed to do much much worse than Rated R, despite it's sound being far more comparable to LOUD than Rated R
