Waller doesn't have to be heavyset. She wasn't when Angela Bassett played her in the GL movie. She's not even always fat in the comics. The more I think about it, Waller usually isn't obese outside of animation or illustration. Pam Grier has played her. The chick on Arrow who played her was thin.
