She has sold more than 12 MILLION albums in the US alone (basically with her first 3 albums), sure she was close.
She was the biggest breakthrough of last decade.

They updated the list with seven other acts, which included Avril. She's #21.
And, no, she's not the biggest breakthrough act of the last decade 'cause that would be Taylor, who's sold 22.8 million albums in the US which is 10 million more than the 12.3 million Avril sold.

Paul Grein is the closest you can get to updated/real soundscan numbers as it gets.
Don't hate him for not including your fave, the receipts were not in her favor.

Worldwide it would be like this
1 Linkin Park 60 M (approx.) (linkin park's first two albums account for 45M)
2 Coldplay 52 M (approx) (coldplay's first four albums sold more than 10 M each)
3 Norah Jones/Nickelback 50 M (approx)
Just based on wikipedia.

No, Taylor has sold much more digital tracks and is on track to surpass their album sales this year, as mentioned by Paul Grein. The quote is in the OP.

Adele and Taylor making it despite being at a huge disadvantage compared to others due to the low album sales market during their peak

Congrats to all! It's impressive, especially for those who debuted later in the decade.
Taylor will be #1 by the end of the year, if she sells like she's used to
