Actually, the tracking period made everything more confusing:
From 2009 to 2011, their tracking period was November to November:
12 months to November 2011

Well, it's possible that they've changed the tracking period starting 2012, but it would be surprising why the change was implemented after consistently adhering to the November to November tracking period without giving a reason why.
Oh well, IFPI has always been weird. But, congrats to those who made it to the list I guess.
And hey, Katy Perry's Roar at 9.9 million! At least 8 million of those were sales!
