I think they meant that singles downloaded through pre-ordering the album don't count towards a song's chart position.

We don't really know that, though. From the evidence with MDNA and GAYLuv, it looked like the preorders counted, and not all album preorders actually include the single.

Robin Thicke posts an eighth week at No. 1 on the Billboard Hot 100 with "Blurred Lines" (featuring T.I. and Pharrell). Meanwhile, One Direction's "Best Song Ever" blasts onto the chart at No. 2, aptly marking the boy band's best chart rank ever.
"Lines" continues to lead thanks, in part, to notable airplay that remains on the rise. The song wins the Hot 100's top Airplay Gainer award for a record-extending ninth week (all in a row). Seven songs had previously racked seven weeks (consecutive or not) of claiming the nod dating to its 1985 start.
"Lines" leads Radio Songs for a fourth week, gaining by 5% to 207.4 million all-format audience impressions, according to Nielsen BDS. Dating to the chart's December 1990 bow, the song has logged the second-highest weekly audience:
212.2 million, "We Belong Together," Mariah Carey (July 9, 2005)
207.4 million, "Blurred Lines," Robin Thicke (featuring T.I. + Pharrell) (Aug. 10, 2013)
196.3 million, "Irreplaceable," Beyonce (Jan. 20, 2007)
192.4 million, "No One," Alicia Keys (Dec. 22, 2007)
189.6 million, "Let Me Love You," Mario (Feb. 5, 2005)
Dethroned by One Direction's new "Song," "Lines" drops 1-2 on Digital Songs after spending eight weeks on top. It sold 312,000 downloads (down 8%) in the Nielsen SoundScan tracking week. Still, "Lines" posts a fourth week atop the subscription services-based On-Demand Songs chart (1.9 million U.S. streams, down 28%, according to BDS). It dips 2-3 on Streaming Songs (6.9 million, down less that 1%), while tallying an eighth week at No. 1 on Hot R&B/Hip-Hop Songs and an 11th frame atop R&B Songs.
"Lines" maintains its lead on the Hot 100 – extending its mark for the longest command this year – despite a monstrous challenge from One Direction's "Song." "Lines" leads by a comfortable margin, however, registering 35% more overall points than the chart's new runner-up. ("Lines" loses just 2% of its total from last week.)
"Song" becomes One Direction's second Digital Songs No. 1, starting with 322,000 downloads sold, the biggest debut for a title this year. It's the best sum since Taylor Swift's "I Knew You Were Trouble." began with 416,000 (Oct. 27, 2012). "Song" grants One Direction its second-largest sales week; "Live While We're Young" sold 341,000 when it launched at No. 1 on the Oct. 20, 2012, Digital Songs chart.
"Song" roars onto Streaming Songs at No. 2 with 7.9 million U.S. streams in its first full week (following its July 22 posting). Of those plays, 94% stem from VEVO on YouTube. The track has yet to reach Radio Songs, although it increases by 52% to 11 million in audience, fueled by a 40-32 vault on the mainstream top 40-based Pop Songs airplay chart.
Upon its debut at No. 2, "Song," which was written for 1D's upcoming documentary "This Is Us" and serves as the lead single from the group's forthcoming third studio album, becomes One Direction's highest-charting Hot 100 hit. It tops the No. 3 peak of "Young" and the No. 4 peak of the act's debut hit "What Makes You Beautiful" last year.
After jumping 3-2 last week, Miley Cyrus' "We Can't Stop" retreats 2-3 on the Hot 100 (with a 9% points loss). Still, "Stop" boasts a sixth week atop Streaming Songs (8.9 million, down 13%). It slips 2-3 on Digital Songs (191,000, down 8%) but advances 34-28 on Radio Songs (42 million, up 12%).
Imagine Dragons' "Radioactive" diffuses 3-4 on the Hot 100, while topping Hot Rock Songs for a 19th week. It continues to gain in airplay, bulleting for a second week at No. 3 on Radio Songs (122 million, up 2%).
Daft Punk's "Get Lucky" (featuring Pharrell) descends 4-5 on the Hot 100 after peaking at No. 2 for five weeks. The track spends a second week at No. 2 on Radio Songs (137 million, down 4%) and dominates Dance/Electronic Songs for a record-extending 11th week (dating to the survey's inception earlier this year).
Bruno Mars' "Treasure" regresses 5-6 on the Hot 100, although it gains by 11% to 97 million in audience. It bullets for a third week at No. 6 on Radio Songs.
Jay Z's "Holy Grail" (featuring Justin Timberlake) rises 8-7 in its third week on the Hot 100. Airplay powers the move, as it pushes 40-33 on Radio Songs (37 million, up 22%). It holds at No. 4 on Digital Songs (160,000, down 3%) and falls 8-10 on Streaming Songs (2.9 million, down 15%). The track takes over atop Rap Songs, where it lifts 2-1.
Anna Kendrick's "Cups (Pitch Perfect's When I'm Gone)" rises 9-8 on the Hot 100, enhanced by its 12-11 push on Radio Songs (72 million, up 10%). Macklemore & Ryan Lewis' "Can't Hold Us" (featuring Ray Dalton) drops 6-9 on the Hot 100 after spending five weeks at No. 1. It cedes the Rap Songs summit to Jay Z's "Grail" after 14 weeks at No. 1.
Florida Georgia Line's "Cruise" (featuring Nelly) rounds out the Hot 100's top 10 (7-10), while rewriting history on Hot Country Songs. It leads the latter list for a 22nd week, passing four other titles for the longest stay at No. 1 since the ranking launched in 1944. Not going to happen. 1D only had 7.9 million streams after breaking the Vevo record for video views in its first 24 hours. Gaga could beat that since she is stronger on Spotify, but not by that much.
