Normal people dont know and don't care how much an album has technically sold, just as they don't know how much a movie has made at the box office or which show gets the highest ratings
They do remember impact though through singles and Teenage Dream had tons of that especially for that two period where you could not listen to a Pop, Rhythmic, or HAC station without hearing Katy Perry on the radio.
So it's not even close to Born This Way or Loud

The album is a classic and the movie cemented that status.
Great album sales, phenomenal single sales, and record-breaking radio play all prove it.
If you think about it, just the fact that all the pressed people on ATRL know TD very well (it's singles and non-singles, timeline and achievements) prove that it's a classic. When millions of kids and teens (and adults) look back at this time period, they will most definitely remember Katy in music. She was everywhere.
