That doesn't mean she rejected it, it could mean that Miley either bought it or Dr. Luke changed his mind and gave it to Miley instead.

No it didn't. It was a typical Dance-pop song with synths and feaux dub-step.
It even had similarities to WFL, produced by one of the CO-Producers of WHYB.
