At the time of Alejandro/BTW controversy Madonna hadn't done anything in years. There are tons of artists who pay tribute to artists who are still around. Madonna has had an amazing, succesful and long career why not show tribute to that. Gaga did an entire video parodying pop culture in Telephone as well. Part of her schtick is referencing major pop culture influences. She has been like that since Day 1 and continues to do so. She paid quite a bit of homage to Whitney Houston and Bruce Springsteen before Whitney passed away. Both, Fashion of His Love and Highway Unicorn(Road to Love) have such obvious influences that she paid homage to. Bruce Springsteen is a legend and is still making albums but no one seemed to care that Gaga made a song similar to his Born To Run and borrowed a member of the E Street Band. Gaga sampled part of a Queen song and brought in Brian May to pay homage to Queen and Queen is still around making music. Gaga made a Madonna homage in Alejandro using a director that Madonna has often collaborated with.
Why did none of those cause offense other than Madonna's?

Gaga has done decent homages, yes. But BTW the song was a rip off and you al know it. Esp since she HAD to get on a late night talk show and lie about Madonna e-mailing her saying she approved of the song. Since she does everything her self, I'm sure that was her idea and not her managers....

Gaga outright said she listened to a lot of Ace of Base when writing Alejandro and paid homage to it. Gaga also outright said she paid tribute to Madonna in Alejandro. Why would she lie and say BTW wasn't inspired by EY when she has admitted to being inspired by Madonna and made songs that pay homage to others? I see no reason why she would lie about this when she has been open and honest about it in the past.
