I'd also be very hard-pressed to call Katy's videos more "interesting" by comparison when they are so dull visually (and yes, I include her failed attempt at gravitas with E.T. in that as well), but YMMV and all that, of course.
This was never going to be Gaga's year, though. You're right in saying her videos have not caught on in the same way at all, with maybe the exception of Judas, but in that case the song flopping in the U.S. obviously hurt its chances.

When I say "typical," I meant that BTW wasn't a huge leap from her other videos. A good portion of her videography is based on lengthy, over-the-top concepts with flashy choreography and "Born This Way" wasn't an exception.
"The Edge of Glory" was a huge difference from her other videos, but for some reason, it wasn't a huge favorite with the public either, including her fans.
Katy's videos aren't very conceptual and can be seen as just "pop fluff" to some, but her videos did generate a lot of interest in her songs. Maybe that shouldn't be a reason to nominate her videos for all of those awards, but I think it did play a factor.
