Rih's job is to perform and sell the songs and that's exactly what she does. In that vein of thought, she most definitely is a legend.

Mediocre performances and selling some cute singles don't make you a legend. It's your contributions to music, performance and even vocals that make you considered a legend. And since everyone in this thread just keeps on talking about her sales rather than:
. Her innovative production that changed the sound of music
. Her performances/vocals that make her considered the immaculate artist of her time
. Her massive influence
. Iconic moments that are still being recreated more than a decade later
. Setting the standard for what a female artist should be etc...
it's safe to say the answer still remains a resounding NO and will remain that way
