Obviously Rihanna. Artistically, fashion-wise and her music is also far superior to that of Katy's. They both suck live but Rihanna has even better vocals than Katy most of the times. If Rihanna was to release a Greatest Hits album the sales would probably challenge those of The Immaculate Collection. Apart from that Rihanna's singles are more timeless, memorable and iconic than Katy's.
Diamonds, Stay, We Found Love, Only Girl (In the World), S&M, Don't Stop the Music, Umbrella, Pon De Replay...I still hear those on the radio and in the clubs. Everyone knows these songs and they have all reached iconic status.
I Kissed a Girl & Hot n Cold. Those are the only somewhat memorable Katy Perry songs and probably the only ones that will be remembered. None of the #1 TD singles have any staying power. They have worn off after one year two.
