Beyoncé got all the banners for her 2013 album before Apple Music was a thing. They do it all the time for artists who are willing to spend the money. They do it for free / reduced price for exclusive albums.

Regardless, without a deal it's unlikely to happen in Q4 but she will have a banner and that's the most important thing.
