The system is flawed. The fact that he was able to get off the plane from Canada and just get his gun out of his luggage load up his gun and start shooting. He apparently had a military ID but there is no evidence suggesting he was ever in the military.
For certain airports, you can't go into the baggage claim area from the outside. I have never been to FLL, but I know for Orlando, their baggage claim area can be accessed by virtually everyone. Unless he boarded a flight and actually had his gun waiting for him in the baggage area

There is a complex process for checking an unloaded firearm before a flight and then retrieving it when you land.

They said on the news under some circumstances you can get special permission to have a gun in your baggage.
