To say that an artist that is selling more albums outside of one country than another artist, PLUS twice as many within a particular country is more "local" than the artist they're outselling both within their home market and outside as well is stupid. Rihanna, it's evidence in her sales. Only roughly 40% of her global sales come from the US. As opposed to the current leader who happens to be 80% US based.

If Bey is selling more flat out than everyone else in every market even though the percentage doesnt balance out to being "global" then she's flat out more popular than everyone else even if the percentage is less balanced
Well even in ACTUAL sales quantity, Rihanna is bigger than Beyonce outside of the US.
In terms of album sales, they've been pretty close since 2011. BEYONCE will obviously outsell TTT and UA, though. Beyoncé is superior in touring, Rihanna is the bigger single seller.
