Creating melody yes, because it is songwriting, but arranging vocals and harmonies isnt. Those are two different things.
You probably dont understand one important thing - every singer who is offered an original song that was created by pro songwriters for him and hasnt been officially released has to arrange vocals to the melody, to fit his/her singing style, and often makes minor changes to it, I think even such people like Rihanna or Britney had to if there wasnt a person who sang it to them. Yet, most artists arent taking credit for that. And those rare exceptions of "artists" who do are getting cheap, undeserved credits for a thing every great singer like Ella Fitzgerald or Whitney and so on took as a regular part of being the interpreter of the song, without a songwriting credit demand, and rightly so.

I just checked it and Mariah Carey doesnt have a songwriting credit on Silent Night. She has a production credit, and those are, again, two very different things. Its important to note that most people who do various song/sound arrangements today are getting production credits for their work, not songwriting credits.
