RCA actually got her some huge gigs. But there was a lack of promo and the cancelled summer tour due to Xtina's marriage to Jordan. She took time off to try and fix it.
The album was done in mid-2009 and they made her record unnecessary material after Burlesque was finished. It's obvious from the track listing.
Well she did need to rehearse dance moves for Burlesque and write new music for Burlesque so if she released Bionic in mid-2009 her work schedule would be very busy. Also the only "unecessary material" that she recorded was NMT, IHB, Vanity and the amazing Wohoo.
I just need her to be on her **** this time around. Looking back, I know us stans were upset with the Back to Basics era not lasting that long, but at least she had a Top 10 single, 2 other Top 40 songs. Plus she won a Grammy, good promo, and her tour grossed $90 million.
