It is called smegma. But that's a complete misconception that uncut dicks get diseases. The foreskin (you were born with) is supposed to be a protective barrier. Cut people are more likely to get UTI's, etc.

If you don't mind me asking where you live? The only countries I know, for religious reasons, that circumcise their babies are all in the middle east (Islam/Jews)
