Same reason as always, her label's lack of actually promoting her.
Basically.
Primadonna was destined to be a hit but radio saw how her label had no intentions of promoting her in the US so booohoooo she flopped. Just a few promos here and there would've made it a hit and more money than they've ever ****ing known but that a different story. ****ers
Let's focus on the positive. She is going to release the most commercial song she has ever done as a single. And the video is destined to be her best of the era.
I am so sad primadonna failed to impact us radio and charts.. and not to be a negative nancy, but unless there is promo for htbahb, it won't be more successful either...
First and foremost they should try and make it a hit in the UK where she's never had a hit single. Radioactive screamed HIT and it shuddered to a halt at #25.
They really need to get the out there in the UK. Nothing is guaranteed when it comes to Marina and I can easily see HTBAH missing the top 40 if not handled correctly.
They should treat HTBAH like a new single from a new era because its not on the UK EH and Marina's been fairly absent with P&C failing to break the top 100.
As for the vid I'm lowering expectations, Marina's videos can be hit and miss and I'd rather lower my expectations and be slayed than end up disappointed because the video doesn't match the song for quality.

Well Primadonna peaked at #11 in the UK and was her highest charting single. It stuck around longer than previous singles too. She may not have had a Top 10 hit but #11 isn't bad.
True though. Radioactive should have been so much bigger and Power & Control had the potential todo well but didn't receive any promotion. What do the label think? That a single can sell itself without promo?!
