According to many definitions, an EP is a "mini album that has about 5 tracks on it". TFM has 8.

Also, with Gaga it isn't just one flop, it's a fall from grace that has been happening since Judas.

I think the issue with Gaga is that since the beginning of her career was so huge and she used to be everywhere and marketed as the new Queen of Pop people assumed she would remain flawless but now we know this is not the case. Therefore we focus more on Gaga's flops. Also the fact that she is so early on her career and there is a decline. I feel like Madonna tryly earned the title of Queen of Pop whereas Gaga was more frontloaded. But yes everyone has flops and singles that peak below 29. Oh, wait
