Britney 2007 and its not even close. I've only heard one person outside of the internet talking about the Beyonce surprise release and it was because I was the one who brought it up in the conversation.
You say impact as if Britney going crazy was an accomplishment. This should be erased from the stans' memory cuz she was a running joke in the industry. Its not something that should be heralded in a poll. You can't compare Britney and Beyonce. One went nuts and the other actually did their job as an artist. Of course the public will watch the car wreck over the person driving the straight and narrow. But they watched to jeer at her, whereas Beyonce was championed for what she was doing.
It taught the majority of the pop individuals (as well as the entire gp) how corrupted a person can get and how the media can destroy your image.
That alone brought a shitload of discussion around her which Bey has never had. That is IMPACT. Everyone was interested in her and what happened to her, and the fact alone that she made a comeback and still managed to be relevant is something that Bey can never do.

I mean... in 2013 Beyonce did the Superbowl, a hit documentary, two major ad campaigns, a hugely succesful world tour (the #4 highest grossing female tour ever if I'm not mistaken), made world news for a HAIRCUT, and then released one of the most talked about and interesting albums of the past ten years.
In 2007 Britney had a meltdown. It was huge and everywhere but it's not a credit to her nor is it something that is unique to her. Then she released an album which was good and slightly iconic but.... not always for the right reasons.

This question is dicey. Britney gained coverage for all the wrong reasons, while Beyonce did it for all the right reasons. Really your question makes no sense. Britney didn't make impact in 2007, its nothing to be proud of.

We are talking about IMPACT here. Impact includes EVERYTHING: pop culture, phrases, events, music, fans, tabloids, news, etc. And Britney (in the majority for all the wrong reasons, but still) outdid Beyonce in most of it. Yes, she had a breakdown, but because of that period in her life and because of that breakdown she came back in 2008 and had one of the most talked about and iconic comebacks in music history and that's why TODAY she is cemented as one of the most legendary female popstar of all times, and that's why TODAY she is making history in Vegas making over $700,000 dollars a night with a crowd that barely passes the 4K.
