Katy Perry's singles are successful worldwide too, IT WAS THE #1 SONG OF 2010 IN THE WORLD.
She didn't start as safe as you imply, "I Kissed a Girl" is by no means a safe 1st single. (Remember "Like a Virgin"?, altough it wasn't Madge's 1st single it was her breakthrough)
Katy has various signature songs under her belt, IKAG, HNC, CG, Firework were highly popular, not saying this by their sales but their impact.
Nobody of us can't predict the future but it could happen that Lady Gaga ends up like Cyndi Lauper/Paula Abdul which rise to stardom are similar and Katy pulls a Janet. Both Cyndi's and Paula's debut were HUGE moreso than Janet Jackson and look at them now, Janet's last hit was in 2001 but she had an amazing longevity and she's still touring.
I think the article is right with those things but time will tell, I for myself believe she's for the long haul and there's no indication she's going to fade anytime soon.
