Assuming you mean non gender binary, then she would be correct? Gender is a social construct. It isn't tied to anything tangible or real (having a dick has nothing to do with it, sexual organs relate to sex, not gender). There's no essence of gender. It's just a set of behaviors that society groups people up in. If someone who we understand to be a man oftentimes behaves like a woman, then, following the rules of the gender binary, why are they a man?
You and many others answer that question by widening the scope of behaviors that a man can adopt while retaining manhood, but others would rather push those restrictive terms to the side and take on a 'non gender' identity.
