Not necessarily. For example, Britney Spears and Katy Perry both have a large gay following, but who is the gay icon? Britney Spears. A gay icon is normally a pop artist that has a huge gay following and has also went above and beyond the typical definition of "success". Britney changed the face of pop music, so she's an icon with a large gay following, which means she's a gay icon.
Adele has had massive success with "21", but it's just one album. She hasn't changed anything, so you can't really call her an icon just yet.
Gaga is the gayest popstar we have. She is this generation's gay icon. Her success, support, and impact proves that.

I don't recall Monsters saying that at all. On the other hand, there are people saying Adele is the gay icon and Gaga is not and that is what Monsters are replying to. Reading is fun.
