Billboard is so wishy-washy with Katy. They don't let her #1s from the re-release count but then they change the rules the same week that POM was suppose to debut just so it can debut at #1.
It's all clear now Billboard is a stan. Why else would they bend the rule so that POM could debut at #1. That's why it took them so long this week, to carefully calculated her points b4 deciding to let Whitney chart
I think Part of Me would be the first song to debut at #1 on the Bubbling Under Hot 100 and then debut at #1 on the Hot 100. That's actually cool!
Btw, I don't think she would have broken Kelly's record. If Whitney's songs didn't chart, Part of Me probably would have debuted at #97 and would have tied the record probably.

It would've debuted at #98, three positions above #101 (three Whitney songs returned).
And who cares about Kelly's record when she can become a #1 debut? No shade, it's just not really something to diss Katy about when she's going to do something better.
Wait...hold up...the re-release number one wont count??
That discussion's old news. It just won't be the sixth number one single from Teenage Dream, but from The Complete Confection. It won't count for the Michael/Katy record.
