We'll see how his streaming is. Drag Me Down had monstrous sales and streaming as well as big early airplay and still missed #1 easily. It's extremely hard to debut at #1.

You still need 450 - 500k sales at the moment to debut at #1 if you have 0 airplay and 0 streams.
If he has a video he might have a chance, but it's really hard. Radio disadvantage is just always super huge and radio deals usually are only for the first day and that day isn't in the first week for the Hot 100, because of the different tracking weeks for sales and airplay.

if bieber would have healthy sales (which is possible) and radio deal (also possible) he will do as much as One Direction. But if his label put at least Audio on Youtube or even simple lyric video - he will get number one.

the week when one direction was debuting the battle beetween Omi and The Weeknd was strong. They both had sales like ~180k. if for example one direction was debuting last week or next week, they could do better, sales right now for 1 and 2 (estimated by kworb) are ~104/5k. so bieber has really big chance.

Boyfriend debuted at 2 with 500+ sales.
