Madonna is considered the queen of pop and her success isn't the only reason why she got that title. if Katy's next era flops i wouldn't be surprised if half of her fanbase jumped ship (just like what happened to Gaga).

Katy's a good popstar, but she's not special or notable enough to warrant such praise. Whilst I don't agree that Britney, Gaga, Beyonce or Rihanna own the "Queen of Pop" title, it's understandable why the first three are/were given it. They are/were brilliant at their peaks. I don't rate Rihanna much, but at least she does the whole 'hot girl with smash singles' thing well with attitude and makes people truly give a damn about her.
Like you say, when Katy flops, that will be when we truly see her power and place. Long careers are about surviving the lows, not riding the highs. That's how most popstars disappear.
