It's an Entertainment Programme. it should entertain...
People aren't going to watch the show because they HOPE it gets better ratings, they'll watch because it's entertaining.

And concerning the ratings, don't forget it's having amazing ratings for Fox, who barely have any shows that crack the 5m mark regularly.
