I'd say Rihanna is currently the #1 female pop star although she does lack cultural impact and a truly dedicated fanbase. Once she does flop, I wouldn't be surprised if she pulled a Spirit Indestructible. But she has an ear for good music which is what's most important for longevity I believe (not having good taste in music is what damaged Gaga's career).
