Sorry to hear about your situation.
If I was in your situation I would do the following.
Get your Mum to inform her credit card company about the situation. They might give you advise as to how to proceed. I would contact Action Fraud to report these fraudsters to the Police.
Might be worth contacting Eventim, they are the official ticket sellers for the Tour in the UK. Let them know that Circle Tickets are not genuine resellers. They might have sympathy for you!
Otherwise maybe try and use StubHub UK to get tickets on the secondary market. They are a legit company. You can use a credit card there, and thus defer payment (as long as you are within your card credit limit).
Hopefully you can find a solution.
I really hope that things work out, you and your boyfriend deserve the best.
