Just because she said she wouldn't pay doesn't mean. She didn't change her mind. They probably worked out some kind of deal but her team definitely payed.
They did work out a deal where Katy Perry (or her team) paid an "undisclosed sum of money". The amount will remain under lock and key to protect the sanctity of all those involved including the NFL & Katy Perry.
So, more than likely we will never know the amount that was paid. This protects the interest in the Super Bowl half-time show so artists in the future won't be like "but Katy Perry only paid [insert an amount], why should I pay more than that"?

Obviously, she's a great choice. Her songs are anthemic and are for everybody. This will push Roar and DH to 6m and FW to 7M. Truly the performer of our generation!
In the US? I don't think so. And if it is, it's definitely not by far.
Worldwide it is and by a longshot. In the US roar will probably outsell Firework too. It's only been out for little over a year and is already close to surpassing it. Same with Dark Horse.
DH is her biggest in the US, by a very small margin (Firework and Roar are super close to it). Roar is of course decently ahead of all her other hits WW.
Start off with Dark Horse, it's her most recent smash hit. Big theatrics, the song has the potential to have a lot of fire, and stage theatrics.
Then introduce her latest single (Hopefully Legendary lovers), serve vocals and make people want to purchase the single.
Then jump to a throwback hit, E.T.
Then a mix of LFN and Teenage dream.
Move onto Hot N Cold
Then finish off with Roar.
Encore with Firework.
