Everyone knows 21 is better than 19. 19 is great but it's nowhere near as strong as 21 as a whole. I can understand maybe liking some of the songs on 19 better than the songs on 21 but overall 21 is the better album.

Her team probably doesn't pay attention to her Vevo.
If it would have been uploaded to Vevo originally it would have gotten first day promotion from their site and it would have gotten even bigger views.
listen to them carefully
If the success level were changed then 21 would be the better album in some people's eyes
